Preheat your oven to 375°F (190°C). Line a standard 12-cup muffin tin with paper liners or grease it well.
Wash the zucchini and grate it on the large holes of a box grater. You should have about 1 ½ cups loosely packed. Dump it onto a clean kitchen towel, gather the corners, and twist tightly over the sink until no more liquid comes out. Unwrap and fluff with your fingers.
In a large bowl, whisk together the flour, baking powder, baking soda, cinnamon, nutmeg, and salt. Set aside.
In a medium bowl, whisk together the oil, granulated sugar, brown sugar, eggs, and vanilla until smooth and glossy — about 30 seconds.
Pour the wet mixture into the dry mixture. Stir with a rubber spatula until just combined — a few streaks of flour are fine. Gently fold in the squeezed zucchini until evenly distributed.
If desired, toss the chocolate chips in 1 tablespoon of flour to help them stay suspended. Fold the chocolate chips into the batter gently. The batter should be thick and scoopable.
Divide the batter evenly among the 12 muffin cups, filling about ¾ full (or to the very top for domed tops).
Bake for 20–22 minutes, rotating the pan halfway through. The muffins are done when the tops are golden brown and spring back when pressed gently; a toothpick inserted into the center should come out clean or with a few moist crumbs.
Let the muffins rest in the pan for exactly 5 minutes, then transfer to a wire rack to cool completely. The texture finishes as it rests.
